is this legal to GA trial version as full?

The winners will not be able to mark this as Received (or will be penalized for doing so) because the trial version will appear as a separate game on their steam profile. Meaning:

1. SG will be unable to verify the game was added to their account and
2. The winners will also be prevented from entering giveaways for the actual game because they will be marked as having already won it previously
