From what I can see, I can't see how this user got this game for free and if he got it for free, I can't see any rule restricting them from giving it away anyway.

No, I'm not afraid because they're referring to free to play games that have a base set price of free on Steam like this: http://store.steampowered.com/app/363970/Clicker_Heroes/
Also, in the regard of proof he got it for free, linking a GMG giveaway of random games, that isn't definitive proof he obtained the game for free, it's an assumption.

Again, that is based upon an assumption and no solid facts. If a game is free somewhere, it can be assumed that some users posted them to SteamGifts from there posted them, but it doesn't automatically make every time that game is posted to SteamGifts, people got from that link.
Also, I'm pretty sure by free games, they mean games priced free, because if we apply that idea of free keys given to you can never be used, then that means technically developers giving users keys to give away on Steam Gifts will have to have the user reported, doesn't sound right does it? Whereas if we look at the submit a new giveaway button, no free games on Steam show up, because again, SteamGifts listed it out and don't accept them.

If a game is given away massively in exact that peropd where it was given away it is more than obvisious that it was recieved for free and however you are not allowed to do so then.
I reported the games and they got blacklisted and the mod thanked me for the report - How much proof do you need for this?
And now guess why the creator of this giveaway MayPunz got temporaly suspended.
