You don't have to write anything in the description. I usually leave it blank.

A user can create a giveaway and choose to restrict it to their whitelist if they want. Then only the people that they have in their whitelist will be able to enter the giveaway. When you click on a username to go to their profile page, there is a heart icon under their image. That is how you add someone to your whitelist. You can click it again to remove them or see all the people you have whitelisted from your own account page with the link on the left side of the page here. You can also add people to your blacklist so that they will not be able to enter any of your giveaways, but you will also not be able to enter theirs.
