So after a few chats with mods, the easiest way is letting you mark Not received, because I've already gift the game to 2 people so mods cannot delete my GA, and I can't reroll because this GA is not in the right region from the beginning so mods and me both don't want more trouble.

i think you can try to send a steam gift card which equivalent to the value of the game in turkey, so the winner can buy it themselve. "not receive" will really leave a bad impression on your profile.
