In case like that you should create request new winner ticket. New winner will be chosen, and they will mark this giveaway as received. If winner already owns game, or won it here before then they risk being suspended for having multiple wins.
When winner saw key and 7 days passed you can write ticket in request received feedback category. When they leave giveaway with "awaiting feedback" status, and did not see key - try to contact them, and if it does not work => create ticket in request new winner category.
Also you can write and ask for more slots in other ticket.
