You should not send re-roll ticket earlier than 7 days of giveaway closing. If you send them message and they still did not reply to you or activate the game after 7 days of giveaway end time (or you clicking on "Send" on SG) - only then you should make a ticket. Re-roll for this giveaway was issued incorrectly. But as new winner already claimed the win we can't revert it.

Also you can't request winners to do any extra actions to receive their win. Asking for their real name is not necessary for the gifting process. And it would be easier to send invite to them directly on Steam, this quick link from email does not look like Steam link and may look suspicious for users.
