when Steam store link on top for the given item is /sub/ instead of /app/ (see the Steam store link on top) SteamGifts doesn't seem to recognize as owned for anyone, so everybody can enter.

That's why I clarified you needed the base games to activate the DLCs. :)
Also, that's only true if the package/sub includes DLCs, since the issue is due to SG not getting correct DLC ownership information from Steam. It's the same reason DLCs on their own don't show as owned.
If the package only includes base games, it ought read ownership correctly.

What's really awkward is the opposite situation- when publishers are lazy, and don't list the DLCs included in a package (so when you look at the games listed in a package, all it shows is the base game).
..which of course means SG gets told you own 100% of the package, thus preventing you from entering for it at all. :P
Rather odd that Valve allows that sort of 'you get the DLCs, but they don't have to be actively listed in the package contents' element to begin with =O

I think this is not publishers fault or even Valve's fault actually,
the issue here is that SG has incorrect sub-package linked to the giveaway item.
Can you name a package on SG that has this issue? If you can I can then most likely prove my theory. Then should also do a support ticket about it.

No, it's listed properly as a package (and it's the only one listed for the game), but it only shows the base game.
You basically only see it occur with episodic games:
You're allowed to buy the full package, but not all of the episodes are out yet.
And, when they're released, the publishers don't retroactively add them to the package listing [even though they still unlock due to owning the package].

Yeah you are right. I can see that Steam store doesn't show them so it's no wonder SG doesn't "see" them either. I guess the publisher can choose the DLCs to be hidden in the Steam Store page.

Since the package "Life is Strange Season Pass (Episodes 2-5)" is ok for everyone to enter., I can see a solution to the problem:
SG should fully remove the possibility to give away package "Life Is Strange Complete Season (Episodes 1-5)".
SG should allow giving away only episode 1 alone, and "Life is Strange Season Pass (Episodes 2-5)" package.
If somebody gives away Episode 1-5 pack, they should be advised to use Episodes 2-5 pack.
Quite certainly similar solution can be requested to be made with other games with this issue.

That'd cause CV issues. Also, SG staff only cares that the correct Steam AP ID is referenced- as a rule they leave the Steam API to sort itself out. They wouldn't be concerned enough about this to change it- especially since it only affects people that own part of the package to begin with.
In other words, Steam API is making the decision of 'am I allowed to enter if I own part of the package' for the giveaway creator :P
I've never thought it anything to be concerned over, anyway.
Not like those DLCs noone can enter, those should really have better oversight.
Well, staff did say that particular example was 'in the queue', but no telling how long it'll take to be addressed.
