I use it myself for dual-monitoring, not via steam though.
Though for my purposes, its pretty basic. Just a second taskbar, flip application between monitors, and having two separate background images setup. Well, also have the login screen background changed, but seldom even see that.
In any case, it does have more functions then that, such as 'forcing' a default on-screen position for different applications, a "Remote Control" of sorts, allowing you to control your screen via a application on your phone (Andorid, Windows Phone, Blackberry, etc.) and simplified functions for Screen savers and creating shortcut key combinations for tasks such as mirroring, sending windows "forward" or "back" or locking them on screen front (like the Task Manager feature), and so forth.
Quite a lot on it really, can be as basic as just having the second taskbar, or as complex as shortcut keys or remote viewing.

At the moment I am using Ultramon which is very helpful for the things you wrote in your first paragraph.
I also fancy its ability to save my desktop icon arrangement because some games change the resolution of the OS and then my icons are spread all over the place after changing it back. .D
I think it's bug, but the aftermath was quite frustrating before I used a tool to help me with that.
Is DisplayFusion actively running in Steam after starting it, so Steam says I am "ingame"?
Because this would be a problem - for example to receive trading cards which only drop if the game is the only game running.

No idea about it actively running "in" or "with" Steam ... mine is the standalone version.
When you mention about saving desktop icon arrangement, not even thought of that possibility with DisplayFusion, dunno if it can even do that, though, my desktop is so cluttered right now as it is, wouldn't make no difference for me right now.
A quick google search and there is a script you can manually add as a Function that does this though. There's a number of scripts you can download within the program too, but glancing doesn't show many that I'd want.
