You're right.
In such case, only the admin can help you since he is the only one who can revert a winner. You should submit a ticket in "Other" category and we'll put it in his queue, but it will take several months.

His suspension is almost over, so I don't think he is trying to scam you, anyway you could ask him to agree on buying and providing a new valid key if the new winner claims this one is already used.
If he agrees (and you trust him), you could submit the reroll ticket.
Of course you could just ignore him. It's up to you. You have the last and final word.

Hardly can I trust someone will no rep or anything on steam. Someone "almost" claimed he received a duplicate from me, on a DLC from Bundlestars. I still have all the necessary proof just in case he decides to mark it as NOT RECEIVED. Im not here to scam or fool anyone. Bought all my keys legally from Bundlestars from the latest 1 dollar bundle "Uber Dollar Bundle" or whatever it was called. Got paypal transactions, screenshots, everything.
