I have an old-school mod of Diablo 1 that turns it into a Middle Earth / Tolkien game. At the end, instead of fighting Diablo, the final boss in the mod is the Balrog.

I think you could still find the original top-down GTA game on GOG or a DOSBox website. There are plenty of emulators out there in DOSBox or even in Operating System emulation to allow you to play that classic game.
