The code will work but all the "pieces" included in the package that the winner already own will be lost/wasted. (meaning that steam doesn't provide an extra copy for the parts one already own)
In this case (Tropico 4) the base game has been given away for free before, yet many miss all the DLCs, that's why often you can see this question in these giveaways.

Because, as per steamgifts rules, the gifter can decide whether to let those who have a percentage of the package join their giveaway or not. Also, it's up to the gifter to choose the value of said percentage. (example: one gifts a pack of three games and says "you can join if you own at most one of the games included in this package")

Hope I explained myself, I tend to overcomplicate sentences when I try to explain stuff, especially when I'm not using my native language =P
