Actually, my boyfriend was able to activate the key from the HB Capcom bundle on his German account just fine, so chances are that you would be able as well.
The region lock depends on the store you buyed the game.
I was able to reg + install DR 2 and 3, only Part 1 was not possible :o(
All without using a VPN and such stuff.
I buyed it from Indiegala (1 or 2 month ago?). When you buyed it from the same store it is not locked for germany (when they not fixed this hole)

As MouseWithBeer noted above, Dead Rising 2 should be able to be activated in Germany (based off what I've picked up on the matter, and off what I can search out on it currently). Dead Rising 2: Off the Record is the one that is locked to non-German IP addresses; Dead Rising 2 doesn't have any key activation restrictions (though the store listing does have purchase restrictions). However, Dead Rising 2 used to have GFWL integrated into it, which enforced access to non-German regions, which may be where the misconception of region restriction comes from.
Searching German discussions on the matter, they overwhelmingly indicate that both DR2 and DR3 Humble keys will activate in Germany just fine (and I can't find a single mention to the contrary).
I may of course be overlooking something- but unless you're already aware of conflicting information, it seems as though it wouldn't likely be fair to exclude this wagon from your event. :)
(On a related note, as I've noticed several wagons of the sort within the train, are you intentionally allowing free games to count for the event? Seems a weird distinction to make, while excluding region-restricted games.)

If it's a key from the last Capcom HumbleBundle and bought from outside germany it should be possible to activate it.
