The games are not free from greenlight, one may aply his own game to be on steam for free or at the price you want. Greenlight is just a way to advertise your game rather is free or not. When you vote you are even asked if you would pay for the game if it is on steam. It is just great because gamers are choosing games. If you liked a game it is more than possible that you will buy it.
