That SOUNDS reasonable and true, but I can't find anything in the FAQ or Guidelines to that effect.
If you're actually correct about that, you should file a support ticket noting to the admins that their FAQ/Guidelines aren't up to date.

I can't find the rule atm
but go to http://www.steamgifts.com/roles/guest. go to bottom of the page. you will see admin have permission to suspend users for reflinks. here's screenshot. 8th row from bottom. also if you go to a persons profile and click on "! " to report him there is option in drop down menu in reason for reporting - referral links. (3rd from bottom)

That phrase SPECIFICALLY refers to links that provide some sort of benefit to the person giving the link, eg "http://referalsite.com/?referrer=9328958"
Linking to a random website absolutely does not count as a referral link, even if the person owns the site themself [and thus is getting a sort of benefit], since there's no referral program at play.
Moreover, given that it's completely permissible to promote your own game, your company, your website, kickstarter games, etc; without CLEAR distinction that sale sites are off the table, there's no way to insist that this isn't permissible.
Add in the lack of anything in the rules about it..
Again, my suggestion is to poke the admins about it, though if your experiences end up being the same as mine, they'll end up essentially saying "Eh, we don't care."

Well, the difference is, a referral code is a method of associating to an account to give it perks for drawing in new users.
A reference code is a way of shorthanding a URL to a specific page.

In this case, assuming it's a reference code, it could be a search/association function of some sort; to associate to the main page of that topic, or to keep the same page targeted even if its html page name changes.
Given that reflink=dead-space-steam-key doesn't seem likely to be the name of an account, it does seem likely that it is, in fact, a reference link, rather than a referral link.
Still, as I noted, it's just iffy enough that it's probably better to avoid short-handing URLs in those circumstances when posting, where possible, to be safe.
But, if you hadn't suggested it COULD be a referral link, I'd never have even considered to think of it as anything but a reference link, so..
Well, I've figured out over the last month on this site that, it's just not worth the time and effort to stress over what the admins will and will not care about. It's all a bit disorganized on their end, anyway :P
Lets just leave it to them to figure out, I'm sure they can explain their expectations better than we can- well, some of them, anyway. Some of the admins are confusing as heck to understand :P
