Well, yeah. Looking at Wolfenstein, for example, I would love to shoot some Nazis and especially Hitler, but due to the fact that video games aren't regarded as a work of ART .. yet .. whereas movies are, I can't. I can however watch a movie like Inglorious Basterds without any censorship. So, that's the way the cookie crumbles ( not attributed to Mark Twain).

Running with Scissors themself tell people on steam who are restricted from buying it on steam to get it in their own store which will get you a steam key, so I guess keys are redeamable just fine.
