Key from Fanatical with some region restrictions: the DLC won't activate in China, Hong Kong, Japan, Korea and Taiwan, so I removed these countries before making the giveaway =)
You cannot enter a DLC giveaway unless the game is on your account, but you can however enter a DLC giveaway while owning the DLC because of how steam is setup. So the people entering need to confirm they don't already own the DLC, but you probably don't need to worry about people not having the base game.
