Steamgifts can't ever figure out whether or not you own DLC. If you want it to, the best way is to use your Steam wishlist. Add all the DLCs you want to your wishlist. As you win or buy the DLCs you sync with Steam and they drop off your wishlist. You enter giveaways via the site's wishlist view.

it's also possible to hide the GAs, if you see that you already own the corresponding DLC.

but actually hewward has meant that GA creator should check if the winner already owns the DLC before sending him the key.

I get it. wasn't so much as commenting that I could enter, but more so the poster was aware if they wanted to verify that the winner doesn't actually have it already.

That's a good idea about wishlisting DLC though.
