Steam key will NOT activate in the following regions: Germany, Austria, Switzerland, United Arab Emirates, Saudi Arabia, Kuwait, Bahrain, Qatar, Egypt, Lebanon.

I just checked and Quake I (including the mission packs) has never been on the German "Index", so they will most likely work.
Quake II and Quake III (including mission packs and releases like Team Arena) however will probably not work in Germany because they were on the "Index" until recently and are not being sold on the Steam Store yet.
I am aware of this, but as I said:
There is actually no reason for the keys not to work because normally it is for legal reasons and those do not apply to Quake I.
Why should id Software lock the keys for Germany if there neither is nor was a legal requirement to do so?
As far as I know the Quake Expasion packs were stand-alone and did not require the base game to work.
Though I may be mistaken, so don't rely on my statement only. ;)
Are you sure about the region lock?
I am from Germany and in contrast to e.g. Quake III Arena I can see and buy this game in the Steam Store.

I don't know, but it says It's blocked in Germany and other countries.
