Key is on key's page at least for me (I'm from Russia). In case you bought bundle from Russia key will be for "Max Payne (RU)" (I think it will have only Russian language. (RU) version is different than http://store.steampowered.com/app/12140/Max_Payne/)
Well, these region restrictions seem to be really weird.
I'm from Russia, as well, but I never bought the bundle. I just saw someone's post online that said so, and they claimed to have tried buying it using VPN and using no VPN to see if they get the key for Max Payne, but they could be wrong.

It can be activated in Russia, at least. It just doesn't appear on your keys page if you buy the bundle from Russia. in this case.
