Not sure if you can do that (special rules). Though you can always just accept a "Not Received" on your record if you don't want to give the game to the winner.

Unless something changed very recently, custom rules are not allowed, so a reroll won't be approved. You might consider making a private giveaway and use sg tools to force the requirement.
