This is not a scam. Just because the game isn't out that doesn't mean it won't work. And the giveaway doesn't end until 12 hours and 30 minutes after the game's official release on the PC.

ROW is actually the same version the US gets. The reason its ROW is because the Rest Of the World aside from Germany and sometimes Aus. do NOT censor the game. If it was a German copy for example, it would say "GER" instead, and it might be censored.
