Probably because lots of people want Skyrim, and so there are people who like to joke like they got it (or make the people who didn't get it feel bad) from the most random and simple sources, such as a key drop. From my experience, the person saying "thanks for Skyrim" didn't actually get Skyrim, they're just trying to make other people in the same chat THINK they did.

It was used to "thank"(in a ironic/sarcastic way) ppl for suspicious/fake giveaways, as some of these were for Skyrim.
Or to thank(in a joke way) for joke giveaways, as some of these were jokes saying it was Skyrim and was badrats, fortix or something that everyone had or didn't want. (As a reference joke to the suspicious/fake giveaways.)
Someone created a suspicious Skyrim giveaway, someone posted "Thanks for Skyrim!" and commented on steamgifts chat or private chat about that or the other way around and it all started.
