I have 9 accounts and have contacted Steam support about how I was having troubles buying TF2 premium on a few. I think support would have done something when I told them, if they cared.

Like the first post says, it's a warning that games purchased on one account will not be available on any other account (unless family sharing is enabled).

I'm sorry to use this but learn to read. It's simply telling you that YOU CANT USE THE GAMES YOU HAVE ON YOUR FIRST ACCOUNT ON THE NEW ACCOUNT YOU ARE ABOUT TO MAKE. They're not commanding you to do or not do anything.
