hello, i had the same issue just chaning os(went from Windows 7 32 to 64.
Create a new battlenet account, submit a ticket giving: the name of your account, the mail, if possible the cd key of a activated game, and all that can prove you are owner to blizz support.(sc2 or d3 key should do it if you got physical copy)
Last, you could use the hotline that is free(normally it is, at least in France).But you can try what i say, make new account, contact support, provide informations proving you own old account.
Normally, staff will answer on the email of your new account that they sent a link to reset your account on the email you indicated.(on the email of the first account)

A friend of mine had the same problem a few years back. It's weird that the Remove Authenticator thing didn't work for you. In this case, just create a new battle,net account and describe the problem. They will ask you for an ID scan and remove the authenticator. That's it pretty much. Don't be mad and don't worry, this is a common occurrence, you just got unlucky.

Why I'm angry? Blizzard. This has nothing to do with their games but with their account management. I had blizz account for about 3 years now. I created it when I bought Starcraft 2 Wings of Liberty (retail) and in order to play it I had to do that. What I also did was that I added authenticator to my account, using my android phone I got new code everytime I logged in (more secure they say). It was working just fine.
I had alot of fun with sc2, as with its expansion Heart of the swarm that I bought in their store (also bought Diablo 3, dont know why...) Time skip 2 years or so and I dont play any of those anymore. But recently I wanted to try diablo again maybe starcraft too, I don't know, I just wanted to kill some monsters... and when I wanted to log in blizz account maangment (to see if I still own those games) I couldn't do it. My email was correct, I reset the password 3 times now, the only thing that was keeping me away from games that I BOUGHT was that motherf***ing authenticator shit! It's funny how they say: "Can't log in? submit a support ticket and we'll help" or something like that. How the hell am I supposed to submit it, if I CAN'T LOGIN?!

I did use the "remove authenticator" thing on their site, gave them my ID and so on, but that was 2 months ago!
Now I have totally given up on recovering my account, let my games rot in there. They are not that good anyway.
Suck it Blizzard.

EDIT: I created another account and submitted a support ticket. I don't want to call anyone unless really necessary (me talking english is not good :S). I hope this will get resolved eventually. Thank you for help!
