You can usually assume that keys are ROW unless the site you're buying them from tells you otherwise.
I've bought a few Indiegala bundles and keys and they've never been region restricted, but I don't know about that bundle specifically. Still, I'd say you're probably safe to make them open.

Yep, never got a region locked game from Indie Gala. Once they had a Dead Island Bundle, but it was not available in germany, where I live. So I'm pretty sure they would tell you when there are region locked games inside a bundle or won't sell it to your country like they did with the Dead Island bundle.

In response to the advice above: Good luck if you end up having to e-mail IG.
This is the same company that, when I e-mailed them about an overcharge. they locked my account, blocked my IP, and ignored my polite requests through e-mail, facebook, AND twitter to get access to my $35 of keys for over half a year, before finally deleting my account outright.
While mine seems to be the worst horror story, they don't have a particularly good reputation overall.
That being said, I've never heard of their keys ever having been region-locked/restricted before.
You just may wanna make sure to quickly back them up off-site after you buy them :X

And on the other side of the coin, they've always been more than helpful to me, getting any problems resolved within 24 hours.
Twice I've forgotten to check the "This is a gift" option on HH to get the extra bundles, and they sent me the extra bundles without a problem. Another time my account was locked (because I was buying too many bundles) and not only did they unlock my account, but they sent me the bundle I was trying to buy, plus an additional bundle to make up for the hassle.

Yeah. Even just in the states, they'd have to have a home office in my state for me to be able to file charges on them. Being that they're international, it's just spitting in the wind.
Honestly, what gets me about it is how irrational it was- who does all that for a simple overcharge report?
Had I know that kind of response was possible, I'd have backed up my keys before e-mailing.
And that's why I make a point of bringing this up every time IG is directly referenced: Because I wish I'd had someone to tell me about the possibility, back when.
Whether it's likely to occur again or not, I'd rather do my best to not let IG be able to as easily screw over someone else as they did me.

They are RoW. IG rarely sell locked keys and when they do, they are good at telling you for what countries (this is usually the case when they have a sale/bundle with Deep Silver).
