Pretty sure the same happened for the Borderlands 2 Season pass, where it was much cheaper than it's current price for like half a day or so when it was first on the store.

It was an error, the price was announced from the beginning to be 29,99$/29,99E before it appeared in the Steam store. Some people just took advantage of that error, nothing more (like I did).
