How I send gift to account that already have game by steam account?

You can only do it by email or trading.

There are three ways to send gifts, and one is eliminated by them owning it.

• Gift to user in friend list
• Gift through email
• Send through trade window

Trade with them? If you're friends with them you can send a trade offer using the more button from their profile page.
