Asking the Giveaway maker to repick

So, i've been trying to reach the guy i won the giveaway from.
so that he'd pick another winner since i cannot redeem the key because of strict restrictions that occured to my country.
Whenever i tried adding him as a friend through steam he would just cancel the request.
and he disabled comments and any other way i can think of to get to him.
is there a way to send a message through to the guy?
