he can just create a new support-account and get in contact...if he used credit-card with his name or whatever with his old steam-account it should be possible to solve the problem.

He need steam guard code from steam app to use steam but the app says he need the app code. The app say he need app code and he don't have the code

They added the ability to get Steam Guard codes via Android app (not sure about iOS). When activating it says something like this: "Write down this recovery code, you can use it to get access to your account if you lose your phone. You won't be able to see this code again after you close it." And after that you can get your Steam Guard codes in the Steam Guard section of the app. Or am I missing something?

Actually you do get codes via Steam app on the phone, don't know if you still get them via email if you activate the phone app Steam Guard. That's why I deleted the app from my phone in case I lose it or someone steals it my Steam account basically becomes theirs xD
