Heya, I'm courious how it is now, new rules (as I heard) forbbiding moving games around regions like europe/russia/ and usa.
So what's now, is the steamgift illegal now ? or no? What if russian make a gift to USA guy, both get banned ?

What restrictions are there on trading Steam Gifts?

Trading a Steam Gift is very similar to sending a gift to someone; just that once it is traded that user can then either trade it again, or open it for themselves. There are no restrictions on territory.

As you can read, no problem at all.
Also I checked the last agreement and no mention to it.

True. But I meant that there is not a problem to trade between regions. Even when a game is region restricted you can trade and is not a problem, I have done in the past many times, and the new agreement doesn´t say anything about it.
I think the most important thing is WHERE do you activate the game.
Some months ago a friend gifted to me a censored german version. My game was also censored, but as I activated it outside Germany Steam support help me to remove the censor, and now I can play with all the blood intact.

There are NO restrictions on tradable gifts. Steam doesn't care who activates it.

The SSA doesn't say it's forbidden. However you most likely read the thread about some Russians and Americans getting emailed by Valve, where they told them to stop gifting so much so others avoid region restrictions.
There are no restrictions for anyone else though

I think that was in very rare situations where sending hundreds of gifts took place. Normal user has nothing to fear.

^ pretty much that. Valve doesn't care if a person sends a few gifts around, after all they still get their share. It's the dudes that make a business out of it they have a problem with. The ones that advertise themselves freely as "get games cheaper than in your region store!" kinda guys. I'd be pissed if I was Valve, too. Some dudes are making money exploiting your system...
