Is it wrong to ask and guide possible new members e.g. "As you are new to the site, are you familiar that giveaway creator is the one to give the gift?" manner?

It all depends on the wording, but generally, we give a pass on people that say things like that. If the creator's a newbie and says something ambiguous like "send gift to e-mail", then it's perfectly fine to respond with something like what you gave as an example.

What if I clicked the report button in the giveaway page? The process seems rather simple and does not require any further interaction with the site. If I click on it, how should I give the proof of the fake giveaway? Or should I just create a support ticket instead of clicking it?

If you report it, we will check it in due time. Know that no action will be taken against the gifters during the active giveaway duration if you have no proof that it's fake.

This notice isn't enough to get rid of "Fake", "Fake", "Fake and gay", "Fake", "Fake"... comments unfortunately. I'll never get tired of telling that cg should really improve the way cg and support staff communicate.

If you make idle threats they will fall on deaf ears. Start suspending anyone and everyone who calls someone out from this point forward and include previous suspension on their profile so they're account is "tarnished".
In it's current state, you get a slap on the wrist if you're REALLY unlucky, otherwise nothing.

I've been banned for calling out. But I think that I might have been the only person aroud who was for like ages.
It was quite a stupid move mine, so that might be why. But yeah, they ban people, from time to time.

(no name) assumed my very first giveaway (months old) on here was a fake (Assassin's Creed III) and kicked me from the group. I don't mind the kick but still a month later after I've already left the group / got reported and banned for it (as well as the winner) / proven myself to SteamGifts twice it was a valid giveaway. It's still on there in his group calling me a fake giveaway creator, staining my name...

You don't need to giveaway. But as I've been teached it's usually the common rule to give when you receive, not leech the hell out of everybody else.

Perhaps using full words instead of abbreviating simple words like "sorry", will help in your argument (not by much, but it's the very least you can do).
There are no rules specifying a requirement to create giveaways because, simply put, people can do what they want with their money. No one has the right to tell people how they should spend it. That is something that they should decide themselves. You've won 11 games from this site, and yet you don't find it important to give anything back. How do you think this site works? People just give away games they don't want?
People like yourself are what's wrong with this community and Steamgifts would be better off without you. I don't need any authority to say that.

If you ever see a giveaway of this type, please create a ticket to support with proof that the giveaway is fake.
Proof is the key word here.
If a user registered a few days ago and create a giveaway, it doesn't mean it is fake even if it's a recent game.
Calling the giveaway fake in the giveaways comments will not do anything except get you banned for inappropriate behavior.
