Dude,I'm from Russia and regional restrictions kill Steam.I cannot buy gift for Dishonored and it costs very expensive for ordinary game(for example,in stores it costs 590 roubles(about 20 dollars) in Steam it costs 1190 roubles(about 40$) and in digital stores cd-key costs 450 roubles( about 15 dollars)and all of this have restrictions and i cannot create a giveaway for everyone with Dishonored
Answer for question-you will be banned by Gaben

I think you will be banned cos source of payment should be in right region(in your case it is Europa).I think those tricks is not good solution cos game can be rejected from or your account or you will be banned/And try to think about quality of life.

You can have it gifted from someone who has a russian CC and a russian IP
And you can't buy 4-packs as a gift the buyer has to keep one.
And yeah, the €=$ conversion rate sucks, a lot.

I understand games being cheaper in the CIS region though. As a general rule, wages are lower there. So it's kinda reasonable. But pricing diferences among US EU and UK are bullshit.

There are also major differences between Steam prices in CIS countries. Some of Steam users there (or perhaps most of them) pay for their games in dollars instead of their national currency. I wonder how much they lose on the conversion rate.

Well, to Valve, it's either that or they won't be getting any sales in Russia at all. It's them who is killing the piracy while companies like Ubisoft and EA are trying to push people into it. You can't really blame Gaben for that. Sure, it's unfair, but it works. I'm confident they will rise prices here to your level one day.
In essence, what Valve does here is saving the whole video game industry. Cheating their system will only make it harder for them.

As long as you have a Russian credit card and in case of shoping retail copies keep the boxes. No
Also make sure that any purchses are not region locked.

Actually, yes. You have to buy games in the region where your billing address is.

You just need a debit or a credit card issued by a russian bank. :)

I know there has been a lot of topics similar to this one, but here is the deal.
I wanted to buy terraria 4-pack, price:
7,49€ (which in US is i am guessing 7.49$)which is quite the difference since 7,49€ = 9.98$
but, i go on Russian steam and see this:
112 pуб.! that's 2.78€ or 3.71$! FFS one copy here is as 4 in Russia!
Now, i know Terraria is a great game (that's why i wanted to buy 4-pack) and i should buy it for whatever price steam tells me because I support the developers and its worth even more and blah blah. I support that and probably will buy 4-pack.
But that's bullshit. Steam needs to at least make prices the same in EU and US.
Any way i can buy it on russian steam without proxy?
Anyone (from russia) willing to buy 4 pack and give me the other 3? ( I will pay for them somehow)
