My guess is that the dev generate the same pool of keys to be used on Fanatical, Otaku and Go Go (the later 2 sites feed to Orlygift and DIG), and when they are not paid for the latest bundle on Go Go, they went ahead and pull the plug on the whole batch.

Actually, they should worry. Having it marked as received while the game doesn't appear as owned by the winner triggers a positive match for unredeemed win on Sgtools.

Exactly this. I actually had a brief ban many years ago when I accidentally activated a win in my husband's account, I had to buy myself a copy of the game to fix the issue.

And SGtools is used on the backend of the SG website, even if you don't use it?
Honest question, because I thought once you've manually clicked received, it should stay that way?

Sure it stays that way, but when you're missing the game in your library you will risk a suspension if someone is checking it via SGTools and thus making a report. You also cannot access those SGTools protected gibs. So it's definitely something you don't want to keep on your record. ;)

I have no clue if support is using Sgtools to verify games activation or they're provided with better tools.
My routine for all of my giveaways consists in checking the winner on Sgtools and in case it returns any warning, I manually check the winner's library (some false positives are possible, especially with the "steam is learning about this game" thing) then I proceed with the report requesting for a re-roll.
As for the winner's feedback, one is allowed to modify it within a month if I recall correctly after the giveaway is done. After that, one must submit a ticket to change the feedback.

Agreed. Steam should change the rules that allow devs to do this so late after payment and for suspect reasons. Is there a Steam petition or other action that we can support to change this process?
