No, you didn't get money from voting. You either sold something, or had a stale window open.

Send a ticket to Steam to report the bug. They should revert it for you, and you should be happy.

Some Russian (they have this bank-like service where you can add money to steam wallet) made mistake when typing his account name and gave money to you?
And now he's writing to Steam Support about it and you're going to get store/market-ban for "fraudulent activity", because Steam Support is teh bezt...
