If the creator sent the key, great. If he decided not to, than he will take the not received, since you can't reroll a winner that didnt brake the rules.

Now if we talk about rules, there's one forbidding calling out. Your second screenshot shows a username, you must remove it or risk a suspension.

As the guidelines clearly state:

Allow the giveaway creator one week to send the gift. Please be patient and do not contact them during this time. If the gift is not received after one week, you may contact the giveaway creator on Steam to follow-up.

He should not have made contact, at least not that early, and certainly not outside of sg and or steam.
And his ratio won't get the GA creator a reroll.
