Killing Floor 1 + 2, State of Decay, XCOM: Enemy Unknown, PAYDAY 2 + PAYDAY: The Heist, Borderlands 2, Grand Theft Auto III and IV, Company of Heroes 2, DiRT 3 Complete Edition, Sid Meier's Civilization V and so on. To this a lot of Bundle Games (that are not for free too). I think i have counted enough to show that you are not sooooooooo poor that you can't make a cheap GA (or more than one) in 4 years.
It's your thing when you not want give out stuff but please stop talking you are sooo poor that you can't.

I bought Garrys Mod, Killing Floor and TF2 with 5 lats turned into 6 euros given to me by my mother once i joined steam for the first time, those are the only games i ever bought and not even with my own money that ive never earned. Everything else you mentioned is gifts from friends and giveaways. I am that poor, ive never had a job, did one but i dont count it since i lost it on third day as i quit it. I dont earn money so i cant buy random games for random strangers, if i did earn money, id personaly buy my own games on sales and never bother with steamgifts, i only use steamgifts because its my main and mostly only income of games, its that or free to play games, i would need money for my own survial which is getting closer of being in jepardy.

That's the way i thinked before....
When you have (more) money then you will buy the games for yourself (that's ok) and give nothing back to "random strangers" on sg (but taken over years).
You say you are poor but have a PC/Laptop and a Tablet (because KF 1 + 2 play surely not on a tablet...) -only 2 examples-.
I have a i3 Laptop..... so i am far away from being rich...
I know that it is at everytime possible to give a few games out from a $1 bundle (by 4 years no excuses)

Me having a pc doesnt mean anything, my uncle built it for me with his own money, parts and genuis. I lost my computer to polish hackers in 2013 whom burned my motherboard. Now tell me, if im so rich that i can afford a pc, that i never bought, why instead of buying a new motherboard, i waited 4 years untill my brother used his own money to revive recently my pc and us sharing it toghether now, still using a dirty 1366 monitor, sticky kranky keyboard that its keys gets stuck when trying to press and they dont press, an ancient proccesor with even more ancient parts in it that make the whole house swim in sound, and a sound system that is just dated. Why didnt i upgrade? Because i dont earn money, what part of dont earn money, dont you understand? And my tablet was given to me by my mother, whom received it from random strangers. I know, its hard to believe but its not even that good, cant run everything. And no, its not possible to give 1 dolalr bundles when you havent earned 1 dollar your whole life. I have no choice but to take, i dont earn money, do i have to spam you with this sentence untill you understand what im trying to explain to you?

You don't have to spend money to giveaway or even buy a game. I myself never spent money on my Steam account or to give games away. So I'll say that you probably never tried.

It's absolutely possible. Yirg made an entire thread explaining how. You just have to put a little effort into it.
And we're not talking about spamming developers of shitty Indie games begging them for free "promotional" keys since you mentioned dirty tactics.
Edit: After having a brief look over Yirgs thread I have to say it's far from complete since he does not adress Trading, TremorGames, Fiver and the many other ways to earn a little change online at all.

I was reluctant at first but with free quality games like Jotun although Mully probably wouldn't agree with that statement :D, Walking Dead, Psychonauts or Outlast I have already made 2 GAs for free games and am waiting for Outlast to get added back so I can make a 3rd :)

Yes it's possible and you not being able to do so won't change that. As people below already mentioned, there are multiple ways which are not "dirty".

Yes, it actualy does matter what i specify or not because the numbers arent everything and there would be more of them but there arent because of the mentioned issue. You seem to be neglecting the fact that only atleast 24 of those 93 games are good, you didnt actualy bother to check what is what and its all from the right giveaways and every day participation to spend the points that helped make it happen, i mostly just enter for crap games that have cards and low entries, rarely do i enter for good games i want because of the entries unless i realy realy want it like Rust for example. Yes i know thats alot more than other people who constantly complain they never win but again, realize that most of it is crap, gotten through active participation, nothing complicated. I didnt ask for your compasion, it was my choice to take those shits, so dont account them as their notworthy of a mentioning how many, but what specificaly. Low entry giveaways help win giveaways and thats what i do with these not so good games. I never cried about too many entries in Rust giveaways you liar, i 'cried'' about why do people enter this giveaway for a game where 10 year old screeching kids bash you with rocks on the beach, while at the same time, geared zerg kos groups and roof campers shoot you on sight in this way too heavily pvp focused game? The game is toxic and you would know if you actualy followed it. Hey, good for you, be happy with crap games, i have my own reasons to have them. Im a collector too, how about that. Yes, i try to give chances too but you know how it is these days, nobody has time for anytying. If he is a nice guy and generous, then why didnt he give it? Why didnt he make a giveaway of it? I have no job, i do with a 10 year old pc, i know what it's like having no money, and i know i am blessed with tremorgames, friends and this site, i know some have it even far far worse, atleast i stay humble to things and am grateful for anything.
As to helping you, as others said use the comments on alienware you can get to enough higher levels in no time, if you put a few weeks of effort into it.
And heck some even still manage to find ways here, getting to level 1,5 by giving away free stuff.

If you do a bit of effort (not too much) in the comments like oh that looks great, or in giveaways just say thanks, you will get votes, but it helps if you hop on newly created threads, then you get a bunch,
If someone that is level 30+ upvotes you, you especially will gain alot of points (like 100 a day).
