Official Reason from EA: "Gabe wants even more money and order us to make Steam-Store-version-of-DLC, while there is no need for that since they can be bought by in-game store. We see no reason to give even more money to Gabe, so we won't make DLCs. Now he must decide if he wants money from our games or not - and if not it's even better for us, because they will buy from Origin, so we'll get not only $10 publisher share from game, but also $10 shop share".

Honestly the whole business is confusing anyways; if it was DLC, then why is ME2 available on steam when it's DLC is not sold via Steam either? If they say, officially, that the demands Steam had did not fall inline with an already existing contract, I believe it's what they said. 'Hating on EA/Origin for the sake of liking Steam more' or pulling assumptions as to why it's not on Steam is non-nonsensical when it's in their best interest too to have the game offered via Steam considering the pure percentage of the DD market Steam holds.
Added to that, people seem to keep forgetting: even if it WAS available on Steam, Origin would still be required. Not only for MP, but also for the singleplayer DLC verification every time you launch.

Steam change it's agreement for f2p games. You can call either side greedy, but it was more or less to have f2p games selling their products on Steam rather than going behind Steam's back to make more money even though they're using Steamworks and forcing the user to purchase from another store. Making it easier on the user rather than having me jump through hoops to get that DLC. They should offer it with both services, but the problem is no one wants to back down from what they agree upon.
Sad world that we need DRM on top of DRM on top of DRM. Though if it wasn't for that change in the agreement Origin wouldn't exist.. well the change of EA Store that is.

Steam-DLC policy is from 2011 and it does not affects titles released before policy came in effect.
And I really have no idea what goes in EA's head. But BF3 sold quite nicely without Steam-Store. And that means millions of dollars lost for Valve, and quite probably millions of dollars that EA earned thanks to Origin and not having to split money with them, but keeping all for themselves...
Who knows, maybe in year or two, when they stop making new stuff they will release "BF3 Complete" on Steam - that would be great, because we'd see how many people boycotted BF3 because it wasn't released there...

Because apparently EA doesn't want to make a bunch more money by releasing their game on the most popular digital platform, they'd rather improve the popularity of their own, where they take ALL of the money and still sell the games at the same price as they retail for.

Amalur was self published by 38 Studios on Steam, EA didn't have a hand in it. There have been several EA published games put on Steam since Origin came around.
It's really only games developed by EA and their subsidiaries that you can probably forget about seeing on Steam ever again, if their only publishing the game then the developers can self publish elsewhere if need be or push for a contractual right to get it distributed elsewhere.
