Someone made a thread with a related reply before. You have to provide proof of residency, I believe, to change or correct your Steam region.

It's not about language, is sheer incompetence.
I just needed to do a ticket once, they give me the option to write it in my native language (spanish) and then they responded in english, and it was also obvious they just read the key words and copy-pasted a generic answer that had nothing to do with my problem. I even doubt actual humans take care of this stuff it looks like an automated system.
