"Rest of World (ROW)" really just means 'all parts of the world we don't have special restricted versions for'. "World Wide (WW)" is actually the one that means "activatable anywhere", though ROW is generally used to mean the same thing, where region-restricted versions of a game don't exist.
Looking at SteamDB, Germany and Australia seem to have region-specific versions (which is normal, as both regions are notorious for their game censorship).
As far as the NA+ROW version, here are the regions which SteamDB lists as not having access to it:
Albania, Andorra, Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Macedonia, Malta, Monaco, CS, Netherlands, Norway, Poland, Portugal, Romania, San Marino, CS, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, Great Britain, Holy See (Vatican City State), Aland Islands, Faroe Islands, Gibraltar, Guernsey, Isle of Man, Jersey, Svalbard and Jan Mayen,
Looking at the list above, I assume the EU version of the game is also region-locked. There's also an Asian version, a Japan version, and an RU+CIS version, but it looks like those regions (as well as Australia) can still activate the NA+ROW copy.

Deep Silver go full retard when it comes to the regions they use. In their case at least NA+ROW is basically NOT Europe. As NA/ROW/WW and such are tags added by the developer/publisher/distributor and not actual regions as such they may not always mean the same thing.

WW isn't often used (I think most games with WW-access just don't have any region-restricted versions at all, and thus don't bother listing it), so that's not surprising. Saint's Row does list a WW entry, however- though amusingly (but unsurprisingly), it still can't be activated in Germany. That's censorship-based rather than region-restriction-based, however, so the utilization isn't inaccurate.
But yeah, as noted, it looks like you're essentially looking at European countries as not having access to the game. You can put it up as NA-region-restricted here on SG, but even if you don't most site users should be able to enter fine for it. A private giveaway, or manually group-inviting users you prescreen on region is always going to be a more reliable approach that public giveaways in that regard, of course.

So I bought Saints Row IV from HumbleBundle, and the key in my library is labeled "Saints Row IV (NA+ROW)". I know NA is North America, and I know ROW is Rest of the World, so this means that this key has no region lock, right? I'm confused that they labeled it like that.
