Its ur own choice if you make GA or not, you cant force them, I won 3 GA and sent 3 GA,... I dont think its fair when smeone won alot of GA but sended almost nothing, but its his/her choice...

Well some people can't give more while others are just dicks, it's usually hard to tell them apart so i try not to judge. I'm more bothered by regifters and people who don't activate what they win.

What really irks me is the fake giveaway's, I've won 6 giveaways in total on my time on steamgifts, and 3 of them were fake, it makes me feel like not giving game's away anymore :(
but I know that people that win my giveaways really appreciate the gift

I'm not really bothered when somebody wins a lot, only when they do not bother to thank you for the game just received from you. That's what happened with most of the games I gave away with no or low contributor level.

Personally I've never given away games but I've entered well over 800 GAs
I've never won.
I won't do a giveaway until I win, but I will be sure to do GA if/when I ever win.
That said, you can't expect everyone who wins to give games away. The nature of this very site is just that, giving away. To have any expectations that recipients will follow suit is flawed. Sure it's nice to think 'take one, give one' or add to the jar your taking from but really, the site is for GAs so no moral high ground should be taken.
