I assume that unless you want to buy a region locked RUS/CIS copy of it, <10 euro will be a "too good to be true"-deal, if there is one.

you can use a VPN to play with a RU/CIS ip, but valve doesn't like that

You can't get it for 10 euro anywhere. On kinguin and g2a the lowest price is $22 USD. So that's about 20 euro and that's as cheap as it'll be for quite a while
