Only if you relocate the dislocated limb. If you don't pop the limb back into its proper location, it can and probably will cause long-term permanent damage.

The same generally applies, though that typically requires intervention from a specialist (up to and including a surgeon). Failure to do so is likely to result in prolonged pain and abnormal healing which may permanently impair the dog, if only until surgical intervention could rectify it.
If nothing else, consider taking the dog to a charity or low-cost veterinarian clinic to evaluate the dog's condition. Failing to seek professional help on this matter may have a serious negative impact on the dog's future. If no such option is available, then you could start a fundraiser on GoFundMe.com or some similar site and I suspect many friends and acquaintances, or even strangers and members of this very forum, might donate some funds to collectively pay for the costs.

The People's Republic of China definitely isn't renowned for its animal rights (or human rights). If there is absolutely no possible option, not even starting a fundraiser, then perhaps the best decision would be to leave it be and hope for the best. If you do decide to kill the dog, which I generally wouldn't advise except under special circumstances, then I strongly recommend opting for euthanization if possible, since it is generally the quickest and least painful method.

Not exactly sure, but it definitely looks like a Shepard mix. I can also tell you that he's gonna be big.

I'd look into Large mixed breeds that are common to the area. I'm not familiar with dog breeds common in China, maybe a Chow Chow mix?
Usually the best hints you can get come from facial structure, paw size and prints, ear structure and tail size and form. Fur length/quality and shedding patterns can help as well but mostly in adult dogs. However from my experience, mixed breeds are always tricky to determine especially if it's not a half breed but mixed multiple times down the line.
EDIT: The closest thing I could find on a very basic google search was a resemblance to a Tibetan Mastiff pup

No idea but definitely looks like a mix of some kind to me (and he's soo cute ^-^).
But isn't there any animal shelter or something in China? I don't think your friend should keep him if he doesn't have the money to help him when he needs to go to the VET.

Looks like a Mutt, an adorable Mutt - if it's true that they'll put him down at a Vet, then your friend taking care of him is better than that and should be commended.
Even if he is unable to heal the leg perfectly, better to have life and a wonk leg then be killed.
