Unfortunately it's not available in germany, but gifting the game to germany works ;)

You have to ask someone from another country to gift it to you. He / She can send the gift directly to your mail-address or to his own and give you the key that will come with the mail.
If you don't know someone from another country, maybe someone here or on reddit is kind enough to send you the gift (or key)

The game is also free on steam. There are two store sites for the game. One with the game title "Shadow Warrior (Classic)" which doesn't have the option to install the game (for german customers) and one with the title "Shadow Warrior Classic (1997)". The last one is also available here in germany ;)
