Its the same here in Germany. There are alot of Cut-Games. I would never ever buy a Full-Price Game on Steam. I got my EU-Version for 25€... Google before you buy your next game.

No, that's not the same situation. In Germany, games are violence-cut because of the stupid laws and you always have an option buying uncensored german versions from Austria. Here, a greedy publisher tries to sell a region-locked game for the full price without any other option than trading.

Actually, the reason for the lower prices in Russia is simply a way to combat local piracy. Piracy has always been a huge issue in Russia, and I've heard estimates (from the industry) that over 85% of all software was pirated, and selling pirated games is far more common in Russia than most of the western world. So lower prices is just a way to compete with this market. Publishers set the prices that they figure will be most profitable (this is why our Australian friends have to deal with such high game prices).

You're probably right that the game will release before they respond. If you're sure you want a refund, don't play the game before they do respond. If you have significant playtime on the game by the time they get to your ticket, it's MUCH less likely that you'll be able to get a refund.

Did you check the appID? For example, for Lithuania, it's the same as the german one. Maybe this statement on the store's page is related to games bought in retail for cheaper price and then activated in Steam.

it may be just an error of steam, don't worry. Even if it will be russian-only, you can always refund it. I did it once when a game wouldn't run under Win7, solved it in a couple of days and the support didn't even ask for any proof or similar. The only problem back then was that the money was added to steam wallet, if it's important to you.

They are only different if the game is a different version (cut/restricted in this case). It is strange though because the german version is confirmed to be the ROW version.

The storepage link usually stays the same (with the default app id), the only difference is the subscription id that changes with a games version. There is AFAIK no way of knowing the subscription id without manually looking for them in the content registry database.

Agreed on the pricing cuts people try. It's an assumption of course if that's what he did or not, but if RU versions were exactly the same as NA / ROW / etc. then there would be no reason for anyone to buy at full price when purchasing through the RU setting sometimes has prices much lower than we'll see for many months.

Contact support and demand a refund. You have a right to it as the game hasn't been released yet, you've paid full price for a pre-order and suddenly the publisher/distributor changes the terms of the sale. That's simply not kosher.
