Whatever power Dr. Manhattan has. The downsides are self explanatory if you know who he is.

The negative effect is setting off metal detectors everywhere, having issues with magnets and hdd wipes and last but not least, icky cleanups of blood and mess after extending and retracting claws (since the skin heals over every time)
