Apart from the suspension I received a week ago (I marked the game as received but I did not use the key, I forgot - my mistake -understandable punishment).
During suspension, you can not do anything, but it was enough to look at the key and enter it into the steam.
The key works - activated :-)

My suggestion is: as in the subject ...a few days ahead.

I believe the idea is that you get a warning before you get a suspension. But it is not automated, so if nobody reports you don't get a suspension.

That's not a bug, that's support following up on a ticket.

i see what you meant, but

you can not do anything, but it was enough to look at the key and enter it into the steam

it's just what happened (the suspension) and the only thing you have to do (activate it!) to be ok when suspension ends :D

I think the point is that even though you are suspended for non-activation, you can't actually access the keys in order to activate them, and are forced to obtain new keys elsewhere which can be costly and is a stupid layer of extra punishment for something that could be easily fixed.

Also, it serves no real purpose because a person that had wanted to abuse the system would have copied the keys elsewhere anyway (without activating them), so it makes no sense that a person who didn't do that is punished further for not intentionally abusing the keys.

There actually is a warning, on your won gifts page.

Please remember, all games you receive need to be activated on your corresponding Steam account to remain in good standing. Users failing to do so will receive a suspension.

Isn't the temporary suspension before a permanent one?

Suspensions are manual, so it'd be asking support to have to do at least double the work( give a warning, then check back x days later for another action). ...when each can do their easy part as a winner instead! Everything has been mentioned in previous comments.
