Games where you can kill literally anybody- What do you think?

Do you enjoy being able to kill anyone you want? I always love to try to kill random people, and sometimes I actually am, which is pretty fun! What are your favorite games where this can happen? There are only 2 games I can think of-

Half-Life: Blueshift
Fallout 3

Fallout 3 you cant kill anybody.. there are a BUNCH of characters that can't be killed.. not to mention that really annoying town of adult children.

At least Morrowind was kind enough to ask you if you really, really wanna kill a char that you need to progress in the story. You could still click yes, either way. Never progressed that far in the story to see if killing a whole city made a difference.

I doubt JC2 gives you lots of people to protect either.
