Took me 7; broke twice because at one point the highest level friend was me and another was private.
Still, 7 is much lower than I expected, since I have a pretty small friends list.

My highest level friend has my 3rd highest on their list too (as their highest).

Found it on reddit and seems like a fun fact to reshare. Since PalmDesert is known as the highest level Steam gamer known with a lv6666 W'14, lv7777 S'15 and lv3333 S'14 badges, it's been proven that by always clicking on the highest level person on your friend list repeatedly (choosing the 'highest level friend' of your highest level friend and so on) you will eventually reach PalmDesert.
If you in any jump stumble upon a private profile, skip to next open highest level. Also as kukeemon suggested trying your other friends, you may find a shorter path if you have the time.Try this and share your results here if you like :)
