This is why a lot of people prefer adding the person on Steam directly rather than sending gifts and keys via e-mail.
It represents a bit more work but you also make sure the person gets it and activates it.
It can sometimes be useful to make screenshots to later provide evidence that you tried to contact the winner... Not that I think it's absolutely necessary, I've never been unable to contact any of my winners.
