An idea that could solve the region-locked CV problem

For me personally, I don't really care about gaining CV. But I have used the contributor-only giveaway a few times, and I think it is great to have this feature because I get to choose to only giveaway to generous people.

I read a few drama here and there, about regional giveaway, getting CV, minimum wages blah blah blah. I don't understand why do people emphasize so much on getting CV. Why not just, giveaway stuff and make the internet a happier place!~

Anyway, back to topic. This is my suggestion.

Every user will have separate CV value for each region.
I think it is easier to explain in image form, so here it is, an image that I drafted out.

Look at the bottom right corner, the "Gift sent" and "Contributor Level" section.

For this example, this user had created 5x SEA-locked giveaway and 2x RU-locked giveaway.
System will keep track of the regional CV to calculate the contributor level, and grant any extra level when entering for regional giveaway. So when entering for giveaway, this user can only enter up to Level 7 for ROW giveaway, but when entering for SEA-locked giveaway he is able to enter up to level 9, and level 8 for RU/CIS.

So, if a user is only creating regional giveaway all the time, he will have a very high regional contributor level, but very low ROW level.
We can also make it so the regional giveaway will contribute a little to ROW CV.
